10004 Applying Human Security to Crisis Management and to Peace-Building II


Kohderyhmä:

This course is aimed for individuals in key positions in international crisis management missions in Afghanistan and personnel in both the EU Council Secretariat and the European Commission dealing with mission planning.



Asiasisältö:The course will focus on delivering an understanding of what a human security approach is, why it is relevant and how it might be applied in practice. The course will look at ways to operationalise human security in field operations as well as in the planning processes of missions.

The objectives of the course are:
• to introduce the concept of human security both as a theoretical concept of security and as a tool in crisis management and peace-building;
• to give an understanding of how the human security concept is related to the traditional definition of security;
• to introduce different human security concepts; main focus on the UN concept (“freedom from fear”, “freedom from want” and “freedom to live in dignity”) as well as the human security concept and the six principles defined by the Human Security Study Group;
• to raise awareness about the human security concept and its importance in crisis management and peacebuilding in a post-war context;
• to train participants to apply the human security concept into practice in different phases of a crisis management operation cycle;
• to examine the application of the human security concept through the case study of Afghanistan.

The course is conducted in cooperation with Finnish Defence Forces International Centre within the framework of the Centre of Expertise in Comprehensivre Crisis Management.



Valintaperusteet:Experts working for example in the following organisations are welcome to apply:
• EU personnel working at the strategic level in Brussels; focus on CPCC, DGE IX Operations Unit, EU Military Staff (Council Secretariat) and on DG RELEX A/2 Crisis Response and Peace-building and A/3 CFSP Operations as well as DG DEV (Commission)
• UN Assistance Mission in Afghanistan (UNAMA);
• EU Special Representative Ettero Francesco Sequi office;
• EU Police Mission in Afghanistan (EUPOL);
• International Security Assistance Force (ISAF) / NATO;
• Finnish soldiers to be deployed to ISAF;
• Finnish CSO representatives working in or on Afghanistan.

Deadline for applications will be January 31, 2009.
