Criris Management Center Finland is seeking a candidate to the 17th CSDP High Level Course 2021-2022 from its roster members. The course is organised by the European Security and Defence College (ESDC).

The overall aim of the CSDP High Level Course (HLC) is to prepare selected senior experts from EU Member States, candidate countries and EU institutions for leadership positions in the application and development of CSDP policy, crisis management and capability development, within the wider context of the CFSP, and enable them to cooperate effectively with the various actors in this field. The course aims to broaden participants’ knowledge and understanding of the EU security and defence architecture, the integrated approach to the CSDP as a key tool of the CFSP, current and anticipated policy, missions and operations, as well as to increase their awareness about new threats and other horizontal issues.
Time and venue
The course contains both an e-learning phase and four residental modules according to the following timetable:
E-learning phase: 9 August 2021 onwards
Module 1: in Brussels, Belgium between 27 September and 1 October 2021.
Module 2: in Maribor, Slovenia between 8 and 12 November
Module 3: in Tartu, Estonia between 28 March and 1 April 2022
Module 4: in Warsaw, Poland between 6 and 10 June 2022
Course participants must be available for the whole course, which includes eLearning phases and residential modules, and must be ready to contribute with their specific expertise and experience throughout the course.
CMC Finland is seeking a candidate from its roster (who have participated in the basic training on civilian crisis management and/or who have been deployed by CMC before). Other applicants are not considered. Exceptionally, those experts who are currently on mission may apply to this course.
Participants should be senior civilian officials of EU Member States, candidate states, relevant EU institutions and agencies or CSDP missions and operations who have demonstrated a clear potential to achieve leadership positions, particularly in the field of CFSP/CSDP. CMC Finland may also nominate a candidate from the business community, academia or NGOs.
Participants have to be security cleared to at least EU CONFIDENTIAL level. CMC Finland will cover costs of the possible security clearance.
The nomination decision is based on the evaluation of the applicant’s possible mission experience, work and study history and the anticipated benefit that the course brings to the applicant’s recruitment to civilian crisis management missions.
CMC Finland will cover the travel costs, per diems, and accommodation during the residental modlules.
