Course description
Criris Management Center Finland is seeking a candidate to the 19th CSDP High Level Course 2023-2024. The course is organised by the European Security and Defence College (ESDC).

Aim
The overall aim of the CSDP High Level Course (HLC) is to prepare selected senior experts from EU Member States, candidate countries and EU institutions for leadership positions in the application and development of CSDP policy, crisis management and capability development, within the wider context of the CFSP, and enable them to cooperate effectively with the various actors in this field. The course aims to broaden participants’ knowledge and understanding of the EU security and defence architecture, the integrated approach to the CSDP as a key tool of the CFSP, current and anticipated policy, missions and operations, as well as to increase their awareness about new threats and other horizontal issues.
Time and venue
The course contains both an e-learning phase and four residental modules according to the following timetable:
E-learning phase: 11 August 2023 onwards
Module 1: in Brussels, Belgium between 25 and 29 September 2023
Module 2: in Madrid, Spain between 20 and 24 November 2023
Module 3: in Paris, France between 22 and 26 April 2024
Module 4: in Thessaloniki, Greece between 17 and 21 June 2024
Course participants must be available for the whole course, which includes eLearning phases and residential modules, and must be ready to contribute with their specific expertise and experience throughout the course.
Target audience
CMC Finland is seeking candidates who are looking to apply for senior management positions in CSDP missions. Candidates should have participated in the basic training on civilian crisis management and/or have been deployed by CMC before.
NB! Police officers should apply through the Finnish Police Board (POHA) – please note that the deadline for police officers is 5th July. Police officers may apply by sending their CV and motivation letter to kriisinhallinta.poliisihallitus@poliisi.fi.
Those experts who are currently serving in a mission should apply primarily through the mission. However, if the mission does not nominate candidates for the course, they may apply through CMC Finland.
The nomination decision is based on the evaluation of the applicant’s international experience, work and study history and the anticipated benefit that the course brings to the applicant’s recruitment to civilian crisis management missions.
Participants have to be security cleared to at least EU CONFIDENTIAL level. CMC Finland will cover the costs of the possible security clearance.
Costs
CMC Finland will cover the travel costs and accommodation during the residential modules. CMC Finland does not cover per diems.
