The object of the project is to continue and strengthen Finland’s contribution in the European Emergency Response Capacity voluntary pool registration process according to the adoption of the Implementing Rules for the new civil protection legislation by Commission Decision. The FI TAST (CC) has already been registered in the Common Emergency Communication and Information System (CECIS) in April 2014 and EU Voluntary Pool in January 2017. The commitment to voluntary pool requires an adaptation process, which upgrades and fulfils required equipment and resources for level 3/heavy FI TAST (CC) and aims to faster and cost-efficient deployment, improved and self-sufficient operability in different conditions and improved logistics security and procedures. The adaptation process focuses on development of EU VP and CECIS registered FI TAST’s (CC) cold condition methods for local, regional, national and Mechanism wide use.
The overall adaptation process will: (1) increase the self-sufficiency and the ability of the FI TAST (CC) to be operational at light/medium/heavy level in most climate zones, from cold conditions to hot climate, (2) improve the EU/TAST visibility of the team, (3) make the FI TAST (CC) lighter and easier to deploy with an aircraft and ease the transport during every stage of the deployment, and (4) take better into account ICAO/IATA regulations for the dangerous goods in air transport (DGR) to be prepared for missions, to be deployable globally and to be able to conduct swift return from missions. The implementation period of the project is 15.9.2017 – 31.12.2018 and co-financed by the European Commission Civil Protection Financial Instrument (ECHO/SUB/2017/760190).
