In crisis areas, it may also include temporarily carrying out tasks of the local police, local administration or other authorities. In addition to operations, civilian crisis management experts deployed by CMC Finland also serve in the secretariats and delegations of international organisations.<\/p>\n\n\n\n<p>Finland has been actively involved in international civilian crisis management since the 1990s. In Finland, <a href=\"https:\/\/um.fi\/crisis-management#Civilian%20crisis%20management\" target=\"_blank\" rel=\"noreferrer noopener\">the Ministry for Foreign Affairs is responsible for the political steering of civilian crisis management<\/a> and makes decisions on in which operations Finnish experts will participate.&nbsp;<a href=\"https:\/\/intermin.fi\/en\/civilian-crisis-management\" target=\"_blank\" rel=\"noreferrer noopener\">The Ministry of the Interior is responsible for maintaining, developing and coordinating the national civilian crisis management capabilities.<\/a> CMC Finland operates under the Ministry of the Interior and is responsible for all tasks related to civilian crisis management national capabilities.<\/p>\n\n\n\n<p>Civilian crisis management experts are deployed to carry out, for instance, police, judicial, border management, customs, correctional services sector, international politics, human rights and communications related tasks in operations of international organisations and tasks in their secretariats.<\/p>\n\n\n\n<p>Below you will find brief introductions of the key international organisations in whose tasks the experts posted by CMC Finland serve. In addition to these, Finnish experts are also deployed to civilian posts in NATO, the Council of Europe and the International Criminal Court.<\/p>\n\n\n\n<section id=\"fef171\" class=\"section-fef171 gutentor-module gutentor-module-accordion\"><div class=\"grid-container\">\n<div id=\"2b9359\" class=\"wp-block-gutentor-m6-item section-2b9359 gutentor-module gutentor-module-accordion-item\"><div class=\"gutentor-module-accordion-panel g-a-panel-fef171\"><div class=\"gm-ah-fef171 gutentor-module-accordion-item-heading gutentor-module-icon-position-right\"><span class=\"gutentor-module-accordion-panel-handler\" role=\"button\"><span class=\"gutentor-module-accordion-panel-handler-label\"><a><strong><strong>European Union<\/strong> (EU)<\/strong><\/a><\/span><span class=\"gutentor-module-accordion-icon\"><i class=\"gm-aio-fef171 gutentor-module-accordion-icon-open fas fa-plus\"><\/i><i class=\"gm-aic-fef171 gutentor-module-accordion-icon-close fas fa-minus\"><\/i><\/span><\/span><\/div><div class=\"gm-ab-fef171 gutentor-module-accordion-body\">\n<div id=\"section-g6f67e0\" class=\"wp-block-gutentor-e0 section-g6f67e0 gutentor-element gutentor-element-advanced-text\"><div class=\"gutentor-text-wrap\"><p class=\"gutentor-text\">For Finland, the key international civilian crisis management actor is the EU. Finland participates in civilian crisis management operations under the European Union\u2019s Common Security and Defence Policy (CSDP). Most UN peacekeeping operations have a civilian crisis management dimension, and many UN programmes and agencies implement projects considered as civilian crisis management. Finland participates in the civilian components of UN operations by helping to strengthen the police and rule of law capacity of the target country in particular. In addition to conflict prevention, the organisation\u2019s field operations are involved, inter alia, in missions promoting the rule of law, democracy and human rights, and supporting the status of minorities.
