Finland\u2019s participation has had a strong mandate from successive governments as an integral part of Finnish and EU foreign policy. The model has evolved over the years to respond to the needs of our international partners.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Policy and strategy basis<\/h2>\n\n\n\n<p>\u2013 Programmes for Government since 2003 include civilian crisis management<\/p>\n\n\n\n<p>\u2013 Finland\u2019s Comprehensive Crisis Management Strategy 2009<\/p>\n\n\n\n<p>\u2013 <a href=\"https:\/\/vnk.fi\/documents\/10616\/1098657\/J1014_National+Strategy+for+Civilian+Crisis+Management.pdf\">National Strategy for Civilian Crisis Management 2014<\/a><\/p>\n\n\n\n<p>\u2013 Parliamentary committee for crisis management 2020 \u2013 2021, and its <a href=\"https:\/\/julkaisut.valtioneuvosto.fi\/handle\/10024\/162945\">policy recommendations<\/a> for the development of Crisis Management in Finland (Government publications 2021: 13)<\/p>\n\n\n\n<p>\u2013 Supplementary politico-strategic congruence:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Women, Peace and Security (<a href=\"https:\/\/peacemaker.un.org\/node\/105\">UNSCR 1325<\/a>) National Action Plans (2008, 2012 \u2013 2016, 2018 \u2013 2021, 2023 \u2013 2027)<\/li>\n\n\n\n<li>The Government\u2019s Sustainable Development Action Plan and societal commitment.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Legislation<\/strong><\/h2>\n\n\n\n<p>\u2013 Act on the Participation of Civilians in Crisis Management (1287\/2004 and its later amendments).<\/p>\n\n\n\n<p><a href=\"https:\/\/www.finlex.fi\/fi\/lainsaadanto\/saadoskaannokset\/2004\/eng\/1287\">Unofficial translation of the legislation into English<\/a>.<\/p>\n\n\n\n<p>\u2013 Decree of the Ministry of the Interior on the Terms and Conditions of the Employment Relationships of Civilian Personnel Participating in Crisis Management (1388\/2018)<\/p>\n\n\n\n<p>\u2013 Act on Compensation for Accidents and Service-Related Illnesses in Crisis Management Duties (1522\/2016) (physical and mental health, social and psychological support)<\/p>\n\n\n\n<p>\u2013 Act on Public Officials in Central Government (750\/1994)<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>State budget<\/strong><\/h2>\n\n\n\n<p>\u2013 <a href=\"https:\/\/um.fi\/crisis-management\">The Ministry for Foreign Affairs<\/a> (MFA) budgetary main category, 16,100,000\u20ac euros (2025), to cover the costs of Finnish participation in civilian crisis management-related international duties<\/p>\n\n\n\n<p>\u2013 Budgetary main category of MoI, 2,223,000 euros (2025), to cover the costs of national readiness, i.e. the operating costs of CMC Finland<\/p>\n\n\n\n<p>\u2013 Annual budget management<\/p>\n\n\n\n<p>\u2013 Multiannual budget framework for the period of government, 4 years<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Decision-making and strategic direction<\/strong><\/h2>\n\n\n\n<p>\u2013 MFA is responsible for issues concerning the participation of civilians in crisis management. (Act 1287\/2004)<\/p>\n\n\n\n<p>\u2013 MoI is responsible for issues concerning maintenance, development and coordination of national capabilities. (Act 1287\/2004)<\/p>\n\n\n\n<p>\u2013 MFA Decree on the Rules of Procedure of the MFA (550\/2008), Section 31 (amended by Decree 199\/2022) Functions of the Political Department<\/p>\n\n\n\n<p>\u2013 The so-called tripartite meetings between MFA, MoI and CMC Finland<\/p>\n\n\n\n<p>\u2013 Regular and agreed procedures in the application and nomination processes of experts to be seconded to civilian crisis management duties.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Statutory organisation of operations and services<\/strong><\/h2>\n\n\n\n<p>\u2013 Crisis Management Center, <a href=\"https:\/\/www.cmcfinland.fi\/en\/\">CMC Finland<\/a> (Est. 2007), operating in conjunction with the MoI. The government\u2019s result-based management process and agreement with steering by MoI and participation of MFA.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>readiness to recruit civilians to be sent on crisis management duties abroad<\/li>\n\n\n\n<li>provision of crisis management training for civilians;<\/li>\n\n\n\n<li>material and logistical readiness;<\/li>\n\n\n\n<li>research and development activities;<\/li>\n<\/ul>\n\n\n\n<p>\u2013 CMC Finland works together with various administrative branches and cooperates with relevant non-governmental organisations (NGOs) on the above activities<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Further supportive measures<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>provision of insurance cover for seconded experts by State Treasury, Duty of Care \u2013based medical care and emergency evacuation\/repatriation<\/li>\n\n\n\n<li>Digitalisation as Government policy and corresponding approach, systems and applications in the work of CMC Finland.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Employment relationship governed by public law<\/strong><\/h2>\n\n\n\n<p>\u2013 Persons participating in crisis management or international civil protection missions abroad have a fixed-term employment relationship, governed by public law, with the State.<\/p>\n\n\n\n<p>\u2013 The employer of such persons is the Crisis Management Centre. However, the MFA functions as the employer if it is deemed expedient from the viewpoint of foreign and security policy, or the MoI if the assignment is significant to national capabilities.<\/p>\n\n\n\n<p>\u2013 The Emergency Services Academy Finland functions as the employer in the case of international civil protection missions.<\/p>\n\n\n\n<p>\u2013 According to the Act on the Participation of Civilians in Crisis Management \u2013 with a rare exception related to prior nomination, candidacy or appointment to a position to implement participation based on an obligation under European Union law \u2013 persons employed by the State, a municipality, joint municipal authority, wellbeing services county or joint county authority for wellbeing services are entitled to unpaid leave of absence or exemption from work to participate in crisis management missions, related training or feedback session upon return, for a total of three years over a period of five years.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Communication<\/strong><\/h2>\n\n\n\n<p>\u2013 Strategic communication;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>To the relevant parliamentary committees, if necessary, to the executive branch of the Government<\/li>\n\n\n\n<li>Stakeholders: ministries, administrative branches, professional groups, NGOs, educational institutions<\/li>\n\n\n\n<li>Media, incl.
