The operational culture of civilian crisis management is co-created through the interaction of staff members coming from different professional and national backgrounds, in cooperation with partners in host countries. The contexts in which interaction takes place are often multidimensional, dynamic, and challenging. In this CMC Finland Working Paper, Miia Pylv\u00e4n\u00e4inen investigates the role of reflection, critical reflection and critical self-reflection for interpersonal interaction in civilian crisis management. Based on a set of interviews with civilian crisis management experts, the paper engages with research and literature on the topic, highlighting the utility of reflection processes for interaction and building consensus between different parties.
