Course description
CMC Finland is seeking for candidates from its roster to the Core Course on Security Sector Reform. The course is co-organized by the Austrian Centre for Peace (ACP) and the Austrian Federal Ministry of Defence in the framework of the Academic Programme of the European Security and Defence College (ESDC) and conducted in cooperation with the International Security Sector Advisory Team of the Geneva Centre for Security Sector Governance (DCAF/ISSAT). The course is organised from March 17 – 23 2023 in Stadtschlaining, Austria.
We will accept applications until the January 5 2023 at 1615 hrs.
Aim
Participants are provided with a comprehensive overview on the concepts, strategies and actors of SSR. They learn about the approaches of international organisations with a focus on the EU approach to SSR and will be familiarised with the main pillars of SSR such as defence, police, intelligence, judiciary, and integrated border management. Moreover, cross-cutting issues such as gender, human rights, the role of civil society, Disarmament, Demobilization and Reintegration (DDR), as well as the impact of the proliferation of small arms and light weapons are discussed. In-depth knowledge on SSR and its hands-on implementation is provided through exercises, case studies and the discussion of best practices. The Core Course furthermore stresses the importance of cooperation among stakeholders from different segments of the security sector.
Time and venue
The course is organised March 17 – 22 2023 in Stadtschlaining, Austria.
Participants are required to complete selected eLearning modules in the preparatory phase preceding the residential part of this course. The timely completion of these eLearning modules is a precondition for receiving the course certificate.
Target audience
The course is targeted to mid- to high level civilian, police and military experts.
CMC Finland is seeking for candidates who have participated in the basic training on civilian crisis management and/or who have been deployed by CMC before. Those who are currently deployed by CMC should primarily apply through their mission/operation. Please contact CMC (training@cmcfinland.fi) if applying through your mission is not possible.
CMC Finland is nominating candidate(s) to the course, but the organizer is responsible for the final participant selection process. The nominated candidates of CMC Finland are not guaranteed to have a seat from the course. Nomination decision is based on the evaluation of applicant’s possible mission experience, work and study history and anticipated support that the course will bring to applicant’s recruitment to civilian crisis management missions.
Costs
CMC Finland will cover the plane tickets and reimburse the accommodation and in-country travel costs during the residential modlules. CMC Finland does not pay per diems nor the meals during the training.
Deadline
Only members of CMC Finland’s expert roster may apply to the course by filling out an Application Form found on the link below latest on the January 5 2023 by 1615 hrs. Nominated candidates will receive a message of confirmation by January 11. CMC Finland sends the nominated candidates the ASPR application form, which has to be submitted by January 15.
