CMC Finland is looking for a candidate to the course on Foreign Information Manipulation and Interference (FIMI) from Tue 9 to Fri 12 December 2025 in Brussels, Belgium. The course is offered by Romanian Mihai Viteazul National Intelligence Academy under the auspices of the European Security and Defence College (ESDC).
About the course
The course will approach issues regarding the EU strategic environment, the multi-layered threats against the EU, emerging technologies employed in information warfare, the EU’s integrated approach to situational awareness, resilience, response and cooperation against FIMI, and key FIMI actors and priority regions. It will include an analysis of the practitioners’ toolkit for managing the information security ecosystem, and practical sessions intended to develop participants’ ability to detect and respond appropriately to FIMI events.
The goal of the Foreign Information Manipulation and Interference course is to foster an understanding of the FIMI framework, modus operandi and appropriate response measures so as to help develop societal resilience to such actions and consolidate European democracies.

Target audience
CMC Finland is seeking for a candidate who have already been deployed to EU civilian crisis management operation(s) or secretariat position(s) by CMC Finland and are planning to apply to positions through CMC Finland. The selected candidate must have a suitable profile for operation(s)/secretariat(s) and positions in which expertise on foreign information manipulation and interference can be utilized for the benefit of the operation/secretariat. In addition, the candidate must have strong motivation as well as suitable educational background and work experience to apply for positions where completing the course has concrete benefits.
CMC Finland trains experts who can be seconded to civilian crisis management positions. In order to apply for the course, the candidate must have completed the Basic Training on Civilian Crisis Management (BCCCM) organized or nominated by CMC Finland; or have been deployed by CMC before. Those who are currently deployed by CMC should primarily apply through their mission/operation.
CMC Finland is nominating candidate to the course, but the organizer is responsible for the final participant selection process. The nominated candidate of CMC Finland is not guaranteed to have a seat from the course.
Costs
CMC Finland will cover the plane tickets and reimburse the accommodation and in-country travel costs during the residential modules. The participant covers the costs of meals during the training themselves. CMC Finland does not pay per diems for the training.

Only people who have participated in BCCCM and/or been deployed before by CMC Finland may apply to the course by filling out the Application Form via this link latest on Thursday 23 October 2025 at 23:59 (UTC +03:00).
