International assignments
We are Finland’s centre of expertise in civilian crisis management, responsible for the recruitment of experts seconded to international civilian crisis management assignments and election observation missions.
Recruitment of civilian crisis management experts and election observers
Finland deploys experts to civilian crisis management missions of the EU, the UN, the OSCE, NATO, the Council of Europe and some other international organisations, and to EU and OSCE election observation missions. There are continuously approximately 130 Finnish experts deployed to international civilian crisis management assignments at a time. Each year, Finland deploys several dozens of election observers (35 observers in 2022 and 56 observers in 2023) to both long-term and short-term assignments.
Experts are needed in a variety of fields related to policing, judiciary, border management, customs, correctional services, international policy, human rights and communications. In crisis areas, they may also temporarily carry out tasks of the local police, border management, the judiciary or local administration.

Election observation
CMC Finland deploys election observers as long-term (LTO) and short-term (STO) observers to election observations missions of the European Union and the Organisation for Security and Cooperation in Europe (OSCE).
