Course description

CMC Finland is seeking for a candidate for the course for Long Term Election Observers. The course is organised by the Center for International Peace Operations (ZIF) from 13 to 17 March 2023 in Berlin, Germany. We are accepting applications until 2 March 2023 (16:15, UTC+3:00). 

Please note that all applicants should have at least two completed STO missions before applying for this course. However, the selected candidate should not have previous LTO experience.

About the course

The training for Long-term Election Observers (LTOs) transfers the specialized knowledge and skills necessary for successful LTO deployment. The course teaches the multiple skills required to fulfil comprehensive remit of LTO tasks. This includes, among other things, drafting reports in the pre-election phase, logistical support for STOs and effective cooperation within the LTO team. The skills follow the standards of the international organisations deploying election observation missions, the EU and the OSCE/ODIHR. All trainers have extensive experience in election observation missions.

The course language is English.

Upon completion of the course, participants will be ready to be deployed as a LTO. This means that they will:

  • Have in-depth knowledge about the tasks and challenges related to an LTO deployment in ODIHR or EU election observation missions;
  • Know how to conduct themselves during a mission and how to best prepare for deployment;
  • Be able to fulfil all necessary tasks and to react appropriately to any associated challenges.

Target audience

The course targets  international participants who have already gained experience as short-term election observers (minimum two STO missions) in previous assignments and who are interested in being deployed to an EU and/or OSCE/ODIHR mission as an LTO. Moreover, the selected candidate must not have previous LTO experience.

The election observation course is a voluntary course, and its completion is not a requirement for secondment. However, completing an election observation course can be an asset when candidates for secondments are reviewed.

Costs

There is no course fee. Tuition, travel, accommodation and full board are covered by CMC Finland. No per diem is provided.

Deadline for applications

Applications are accepted until 2 March 2023 at 1615 hrs. CMC appoints a candidate to the course, but the final participant selection is completed by the organiser. Please note the short application time.
