CMC Finland is seeking candidates for the The Contribution of Cyber in Hybrid Conflict course taking place in Helsinki, Finland from 5 to 9 October 2026. The course is organized by The European Centre of Excellence for Countering Hybrid Threats – Hybrid CoE (Finland), EDA – European Defence Agency (EU) and European Security and Defence College (EU).
About the course
The course aims to educate participants about key elements of cyber defence and hybrid threats, and to provide them with the necessary practice of understanding, via a decision-making exercise, the implications of cyber and hybrid threats, attacks and campaigns. This Table-top exercise (TTX) is a decision-making exercise that will engage participants in a multi-turn adversarial contest and in a high-level abstracted synthetic context. In addition, the course will provide participants with opportunities for networking and intellectual exchange, including across communities that may not frequently interact. E-learning
The course begins with an online (asynchronous) e-learning part on the ESDC’s e-learning platform (ILIAS LMS). This needs to have been completed before the residential part begins. Both parts are compulsory.
Target audience
CMC Finland is seeking a candidate who has participated in the basic training on civilian crisis management (BCCCM) and who has been deployed by CMC. The course is targeted at experts who already have experience in or are planning to apply for hybrid threats/cyber security related civilian crisis management positions and are or will be
- involved in the development of policies, strategies, concepts or doctrine related to cybersecurity, cyber defence or hybrid threats for the benefit of civilian crisis management missions and/or
- design or deliver professional education courses, individual training courses, or command post exercises related to cybersecurity, cyber defence, or hybrid threats for the benefit of civilian crisis management missions.
Those who are currently deployed by CMC should primarily apply through their mission/operation. Please contact CMC (training@cmcfinland.fi) if applying through your mission is not possible.
In addition, the candidate must have strong motivation as well as a a suitable educational background and relevant work experience to apply for positions where completing the course has concrete benefits.
CMC Finland will nominate one candidate to the course, but the organiser is responsible for the final participant selection process. The nominated candidate of CMC Finland is not guaranteed to have a place on the course.
Costs
CMC Finland covers travel to and from the course venue and reimburse the accommodation and in-country travel costs during the residential module. CMC Finland does not pay per diems or cover meals during the training.
