The EU Common Security and Defence Policy (CSDP) Civilian Compact from 2023 highlights inclusivity and civil society partnerships for more effective civilian crisis management to allow the EU to address the changing security landscape together. Local ownership ensures that local concerns are at the centre of peacebuilding. This approach is essential for sustainable results and contributes to the resilience, stability, and security of host countries. It also seeks synergies and enhances regular and inclusive cooperation and dialogue with civil society at all levels.
The Finnish strategy for comprehensive crisis management emphasises the expertise which national civil society organisations can provide to Finnish participation in international crisis management. In this context The UN Security Council Resolutions 1325 Women, Peace and Security and 2250 Youth, Peace and Security and related agendas are especially highlighted. Current budgetary cuts on NGO funding, however, limit their possibilities to operate in the scale they used to be involved and carries the threat of losing the cultivated expertise, which has been an asset also in the Finnish comprehensive crisis management.
The seminar organised by CMC Finland brings together experts to find ways how civil society actors can continue to be active partners in enhancing local ownership in civilian crisis management. The focus of the discussion is especially on cross-cutting themes of 1325 and 2250 agendas.
The seminar is open to all interested participants. We welcome participants from civil society organisations, research institutes, universities, students, governmental organisations and other actors in the field of comprehensive crisis management.
