Romanian Gendarmerie International Exercise (Carpathians BlueShield 2026)

CMC Finland is seeking candidates for the International Exercise – Carpathians BlueShield 2026 taking place from 26 September to 2 October 2026. The exercise is organised in Romania, at the Gendarmerie Public Order Training Centre (GNTC). Further information about the exercise can be found behind this link (pdf).

About the exercise

The overall objective of the exercise is to strengthen the civilian crisis management capacities under an EU comprehensive approach in order to contribute more effectively to international stabilization efforts in crisis countries. The underlying rationale of CB26 is that exploring synergies, improving interoperability of participating services, and moving towards more closely harmonized training approaches for international missions will greatly benefit cooperation and performance in future international police missions and projects.

Learning objectives

  • Understanding and applying a comprehensive approach to international crisis management operations with regard to the EU CSDP;
  • Promoting mutual understanding, confidence, co-operation and interoperability among all contributing and affected forces, organizations, offices and personnel;
  • Developing skills concerning TMMA (Training, Mentoring, Monitoring and Advising) specific activities;
  • Understanding and applying mission command or management, staff roles and functions, procedures, structures and coordinated planning process;
  • Developing skills and acquiring new knowledge in the field of interaction between participants within a multinational headquarter;
  • Developing skills when performing TTPs (techniques, tactics, procedures) in the field of police work;
  • Developing the suitable level of respect for international human rights and humanitarian law;
  • Developing skills close related to civilians and media representatives.

Target audience

CMC Finland is seeking candidates for the exercise with profiles matching the following tasks in CSDP operations: Political Adviser, Mentor, Adviser and supervisory positions in MMA. Successful candidates will have been previously deployed to civilian crisis management by CMC.

In addition, the candidate must have strong motivation as well as a suitable educational background and relevant work experience to apply for positions where taking part in the exercise has concrete benefits. CMC Finland will nominate candidates to the exercise, but the organiser is responsible for the final participant selection process.

Costs

All costs related to the accommodation, meals, international and internal transportation and training will be covered by the Romanian Gendarmerie, through the EUTI project. CMC Finland does not pay per diems.
