CMC Finland is looking for a candidate to the course on Strategic Planning Processes for Civilian Missions. The course is offered by the Austrian MFA, the Finnish MOI and the Austrian Centre for Peace under the auspices of the European Security and Defence College (ESDC) on 28 – 29 August 2025 online and from 8 to 12 September 2025 in Brussels.
About the Course
The course will focus on specific challenges that strategic planners are confronted with in the context of civilian crisis management, taking into account the EU’s integrated approach and the latest strategic policy framework for CSDP – the Civilian CSDP Compact.
The course is scenario-based (Ukraine) and takes an interactive, participatory and learner-centred approach, training participants to translate political vision and strategic guidance towards conceptual application of mission planning through the development of the Crisis Management Concept (CMC). Additionally, participants of this year’s edition will be testing a digital immersion element, which is currently being developed by a consortium led by the AIT Austrian Institute of Technology within the framework of the AT national security research program KIRAS to support planning processes.

Target audience
CMC Finland is looking for candidates who have already been deployed to CSDP operations or secretariat positions and are planning to apply to seconded positions through CMC Finland. The selected candidate should have profile that matches positions in which they can use the knowledge of strategic planning for civilian CSDP in benefit of the operation or secretariat. These positions could be, for example (but not limited to), Political advisor or Head of Operations, Head of Planning and Reporting positions. Moreover, the candidate should have strong motivation and suitable profile for applying for strategic planning positions in future.
CMC Finland is seeking for a candidate who has participated in the basic training on civilian crisis management (BCCCM) and/or who have been deployed by CMC before. Those who are currently deployed by CMC should primarily apply through their mission/operation. Please contact CMC (training@cmcfinland.fi) if applying through your mission is not possible.
CMC Finland is nominating candidate to the course, but the organizer is responsible for the final participant selection process. The nominated candidate of CMC Finland is not guaranteed to have a seat from the course. Nomination decision is based on the evaluation of applicant’s possible mission experience, work and study history and anticipated support that the course will bring to applicant’s recruitment to civilian crisis management missions.
Costs
CMC Finland will cover the plane tickets and reimburse the accommodation and in-country travel costs during the residential modules. CMC Finland does not pay per diems nor the meals during the training.

Only people who have participated in BCCCM and/or been deployed before by CMC Finland may apply to the course by filling out this Application Form latest on 9 June 2025 at 23:59 (UTC +03:00).
