Course description
The aim of the CMC Finland’s course, Basic Course on Civilian Crisis Management (BCCCM), is to provide future civilian crisis management experts with up-to-date knowledge, skills and competences needed in the expert’s work in the civilian crisis management missions.
The BCCCM is designed for all expert roles, categories and levels, and is therefore independent of the specific function to which the expert will be deployed. The course aligns with the training requirements of various international organisations, including:
- EU Policy on Training for CSDP and EU Civilian Training Group Strategic Guidance on CSDP Civilian Training
- Implementing Guidelines for the EU Policy on Training for CSDP
- UN Core Pre-Deployment Training Materials (CPTM) and in the case of police STM UNPOL
- UN Strategic Guidance Framework for International Policing (SGF)
- OSCE Competency Model
The BCCCM also takes into account the work and standards established by, for example, the European Security and Defence College (ESDC) and EU-funded training projects such as Europe’s Training Initiative for Civilian Crisis Management (ENTRi), EU Police and Civilian Services Training (EUPCST) and the EU Civilian Training Initiative (EUCTI).
Course objectives
The BCCCM provides participants with the fundamental knowledge, skills and competencies required to serve as experts in the field of Civilian Crisis Management.
Time and venue
The course is tentatively scheduled to take place in Finland from 16 to 22 March 2026. The final course dates and venue will be confirmed closer to the start of the course.
CMC Finland reserves the right to cancel, postpone or modify the training or its dates if necessary. Please note that the format, in which the BCCCM will be delivered in 2026, has not yet been decided. This information will be communicated to selected participants as soon as possible.
Participants will be required to complete selected e-learning modules during the preparatory phase preceding the residential part of the course. Moreover, the full attendance for the entire duration of the course is essential in order to pass the course. A compulsory mock interview for civilian crisis management positions will be organised for Finnish participants within two months after the residential phase.
Target group
CMC Finland is seeking applicants with various expertise relevant to international missions/operations and who are motivated to apply for such positions. The course is intended for individuals who meet the minimum work experience requirements: three years of relevant work experience (or six years for Finnish police officers, and three years for civilians employed by the Finnish Police).
We welcome experts from a variety of professional backgrounds. Please refer to the list of job descriptions to see examples of positions previously advertised and assess whether they align with your profile.
Successful completion of the BCCCM is strongly recommended before applying for crisis management positions through CMC Finland.
Costs
CMC Finland covers the tuition fee, accommodation, and meals for the duration of the course. No per diem is provided. Participants are responsible for organising their own travel to and from the course venue.
